HONGKONG. 30th. March, 1916.

I have the honour to transmit for your informa -tion the enclosed copies of letters which have been addressed to the Secretory to the Government of India, the Government of the Straits Settlements and His Majesty's Minister at Mexico regarding a consignment of 170 chests of opium shipped from Calcutta to Mexico which it was intended to smuggle into Canton.

I declined to permit the exportation of this

opium under powers conferred by the Military Stores Exportation Ordi- -nance and the opium was sent back to Calcutta.

I am considering whether a prosecution can be instituted against the Manager of the Bank of Canton.

A copy of this Despatch has been sent to His

Majesty's Minister at Peking.
